What should you do with someone who says, "I won't forgive others...I can't"?
Well, you point out Mark 11:25, that if they don't forgive others, the Lord won't forgive them.
Point out also Matthew 6:15,
But if ye forgive not men their trespasses, neither will your Father forgive you your trespasses.
They can't be forgiven until they are willing to forgive. First John 4:20 says this:
If a man say I love God, and hateth his brother, he is a liar; for he that loveth not his brother whom he hath seen, how can he love God whom he hath not seen?
When they say that they can't forgive anyone, read also Philippians 4:13, "I can do all things through Christ which strengtheneth me."
